Is it ethical for a company to code the low price for a software contract knowing that the requirement are ambigiues and that they can change a high price for subsequent changes requested by the customer

If the price is not unreasonably low, it may be ethical in some cases, for instance, if the requirements are ambiguous at the beginning, and then they are changed to something that the developers can't make. In this case the performers will get their money and the customers won't be unsatisfied.
