Question

I have a graduate project about building a SECURITY FOR WIRELESS HEALTH SYSTEM.
I must demonstrate the idea of sending the ECG machine signals to an cell phone machine and then decrypt the encrypted signals to make it readable. What tools I do need for this project and if I want to work with someone by to get part by part instead off complete project done at once how much it's going to coast ? also about the confidentiality how I could know that you wont sell it to other costumer??
