No a single dot cannot be a graph. This is because a graph data structure consists of a finite set of vertices, together with a a set of unordered pairs or set of ordered pairs. for this reason a single dot can not be a graph.

for the unordered pairs a graph can be formed when we have two sets of numbers for example {a, b} which can be used to form a graph or we can have a form of ordered pair in form of (a,b). a graph can only be formed when we have more than one dot.
