Public policies are the guidelines that state entities utilize to manage their various programs and initiatives. Therefore, politicians are responsible for producing and managing public policies.

Public policy can be mostly defined as regulatory measures, a system of laws, sequences of action, and funding primacies regarding a given issue propagated by a state entity or its representatives. Hence, public policy discussions occur over suggested funding and legislation.

A goal is an outcome a state intends to achieve, whereas policies are the measurable steps and specific actions that a state needs to take to attain a goal.

A decision is a resolution or conclusion reached by a state after consideration, whereas public policy is ongoing actions enacted by a state to provide a solution to a certain issue.
