If there are two objects, A and B, and A exerts a force on B, Newton's third law says that B exerts a force of equal magnitude and opposite direction on A. The two forces are not on the same object and are therefore not "balanced". According to Newton’s first law of motion, an object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force. So, you see, unbalanced forces cause a motion.
