A horse pushes a cart.If the action and reaction are equal and opposite then how does the cart move??

According to the Newton’s first law if the net force (the vector sum of all forces acting on an object) is zero, then the velocity of the object is constant or equal to zero.
The cart is moving with the constant velocity or does not move.
