If you have 2 oppositely charged parallel plates that is connected to the terminals of a high voltage power supply,
does that mean that the plates have been rubbed against set first for them to be charged and then connected to the power supply?

What does it mean to, I quote: "increasing the voltage of the plates" what is this voltage and how does it change the plate in any way for it to have a greater electric field strength ?
