Could our universe have been born with a different gravitational constant, other than fine tuning constant ?

Any other universe could be born with different fine-tuning cosmological constants and its content would be different of course: no starts probably or no galaxies. However, our Universe that we live in with the contents we know such as dark matter, stars, planets, galaxies, nebulas, chemical elements and laws of physics could not be born with other values of cosmological constants such as ε, Ω, Λ, Q, and D.


However, according to modern understanding, the gravitational constant G could change during the history and we may assume that our Universe could be born with the different value of it.
