Can a closed polyline have sides the lengths of which are 1, 2, 3, 4 and 11 meters?

No, it can’t. A closed polyline creates a closed polygon. And for any closed polygon the length of each side is less then the sum of lengths of all other sides. In our case 1+2+3+4=10<11, so this polyline can not be closed.
