When the statute was in place, no man could in theory, set up as a master or as a workman till he had served his seven years apprenticeship. Proponents of this statute argued that apprenticeship was the key to the new national life of the Elizabeth era. The statute is also considered as an Act of Parliament of England, under Queen Elizabeth I, which sought to fix prices, impose maximum wages, restrict workers' freedom of movement and regulate training.
