Economic, Political, Cultural, geographic, and social characteristics define the core and periphery. In 1992 Bone wrote that ‘dual economies’ and ‘dual populations’ of the Canadian North (Quebec and Ontario) make up its core. Atlantic Provinces relate to the periphery.
