Water is a unique and limited resource. An ample supply of good quality water is a concern, and the potential for water shortages exist. Such shortages of good quality water are real and would likely have significant impacts on the economy and the environment. 

1. The use of point source through extensive federal funding of the construction grants program for publicly owned treatment works. Effective control programs for point sources to be developed based on treatment and controlled release of effluents particularly at industrial sources and wastewater treatment plants. The focus of efforts should be on reducing nitrogen and phosphorus loadings from PSs. These additional improvements need to be made in urban areas.

2. Satellite earth observations. Remote sensing techniques have led to earth observation that can provide direct information to processes such as estimation of evapotranspiration, precipitation, and snowcover/snowmelt. Indirect methods, such as the coupling of remote sensing data with groundwater models, can be used for the assessment of the infiltration process and the recharge of the aquifers. 

3. Real time remote monitoring.

Telemetric monitoring systems have long been used in the water sector, for remotely monitoring river flows, water quality, and reservoir level to aid water resources management or assist in flood early warnings.
