Heat transfer coefficient in laminar flow of a given fluid is smaller than the turbulent flow because it's depend on Reynold number and in case of laminar flow the value of Reynold number is small so the velocity of fluid mixing is also lower than turbulent flow that means the heat transfer rate is also lower in laminar flow than turbulent flow
