Because the number of goods produces is higher, than the real need of these goods to the population. But as the population of the island needs also money for living and to buy other goods, these goods are exported to Europe and US.

The two examples of scarce resources mentioned above are fish and land. Fish is a scarse resource, because it can be catched fully and disappear. Land is also scarce, because the island has certain limitad area.

The two examples of natural resources that are being used by the people of Country W are sea beaches and fish.
