A bicameral congress is a law-making system of government which constitutes of two chambers: Senate and House of Representatives.

The Senate (the upper house) is smaller, members serve longer terms and there is equal representation for both larger and smaller states.

On the other hand, the House of Representatives (the lower house) is larger and members serve shorter terms. Representation is proportional: larger states receive more seats than smaller states.
