without the fertilizer, Jane harvested 12,000 buds of roses.

By trying a new fertilizer, Jane expected 50% increase in buds production to which should amount to "\\frac{150}{100}\\times 12000 = 18000" buds but she harvested 1,980 buds of roses which is below the expected number of buds.

The the fertilizer did not live up to its promise
