I am buying 25000 units of heparin powder (180 unit per mg). I need to dilute this heparin with saline so that 15ul will contain 30 units. How would I do this? Thank you!

If 1 mg of heparin powder contains 180 unit and 30 units are required, we must take 30 units × 1 mg / 180 units/mg = 0.167 mg of heparin powder.

Weight the required amount of powder, put it into the glass and add saline up to 15 ul. The solution will contain 30 units of heparin.

On the other hand, we have can take 300 unit × 1 mg / 180 units/mg = 1.67 mg of heparin and dissolve it in 150 ul of saline. The solution will contain 300 units in 150 ul. As a result, if we take 15 ul of the solution, it will contain 30 units.
