This is a description of one of the features of acid-base titration, the general formula for which is as follows:

H+ + OH- = H2O

[H+] of the acid interact with [OH-] of the base. But in order to maintain balance on the Le Chatelier principle, the acid must additionally dissociate. Therefore, the concentration of [H3O+] will decrease as it is removed from the solution, and [A-] will increase until the acid goes into the layered solution.
