A chemical substance is a form of matter that has constant chemical composition. That means that every sample of a given substance has the same chemical structure independently of state of matter or its origin. Chemical formula determine properties of thesubstance. According to it, every sample of substance has the same chemical formula and properties. For example: Water (H2O) has the same chemical structure in all states of matter (solid, liquid, gas). Every sample of water consists of molecules of H2O. One molecule of H2O is absolutely equivalent to all other molecules of H2O and has all the same properties.
