why cant ground level ozone rise up to the stratosphere?

Ozone is a strong oxidant. There are a lot ofcompounds to be oxidized in the lower layer of air. So the life of ozone is very small and that is why it cannot reach the stratosphere. This conclusion can be made according to the chemical properties of ozone.
