Answer: Basicity is a thermodynamic property and Nucleophilicity is kinetic property. Basicity is the measure in which extent base can abstract the proton. If Basicity is high equilibrium will favour in direction of the conjugate acid.

Nucleophilicity is kinetic property measure the rate at which electron rich nucleophile attacks.

Basicity will be affected by steric effect. If substituents bulkyness increases on base center then proton can't access the site easily, so Basicity decrease.
