The solubility product of Mercury in water is 6 x 10-8 g/mL. But it can dissolve better inwater that contains O2.
In this case the dissolving will be oxidation -reduction process.
According to the chemical equation (in the short form)
2Hg + O2 = 2Hg2+ + 2O2-
Dissolving is also possible in acid-water solution.
