In the periodic table, the bottom number of the symbol of an element in thenumber of protons. The top number is the nucleon number.

The number of protons in an element usually equals to the number of electrons.
(an atom is electrically neutral). But in your case it is Cl-, so it have onemore electron. Number of electrons is 17+1=18.
