SiO2 has high degree of crystallinity so high glass transition temperature.

In semi crystalline polymer crystals occur barrier due to which movement of polymeric chain is not easily done therefore glass transition temperature of SiO2 semi crystalline polymer is always higher.

Degree of cross linking is higher in SiO2 due to which movement of chain is not possible therefore glass transition temperature of SiO2 is higher.

SiO2 is insoluble solid means it is rigid polymer chain do not move easily therefore glass transition temperature is higher

In SiO2 there is strong electric dipole- dipole interaction therefore glass transition temperature is higher
