There are different types of zirconia which includes partially stabilised (PSZ),fully stabilised (FSZ),tetragonal zirconia polycrystal(TZP) cubic stabilised zirconia among many.

Comparison.

Both cubic and partially stabilised zirconia are very hard materials, resists to wearout and high resistance of corrosion of acids and bases.

Difference.

Cubic stabilised zirconia is colorless but it can be changed into different colors while partially stabilised zirconia has a cream color.

Cubic stabilised zirconia has a higher ionic conductivity due to equal O2 vacancy site from all directions of the lattice structure while partially stabilised zirconia goes through a catastrophic transformation which forms a precipitation in water thus reducing the level of conductivity.
