The answer on this question strongly depends on the accuracy of the length measurement. For example, a piece of glass tubing was measured with a meter stick and we measured some 689.3 mm. The experimental error was no greater than (for instance) 0.8 mm. Thus, the length of the tubing is 689.3+-0.8 mm. If we do not know the experimental error, we should round the answer. In our case it will be 689 mm without 0.3 mm, which is most probably wrong (the error was no greater than 1 mm). In other words, the last digit was insignificant. The other three are significant. However, it should be noted again, the number of decimals will be strongly depending on the accuracy of your measurement (the instrument you using).
