ppm = mg of solute/litre of solution

m= ρ*V => V=m/ρ

V(pond water) = 3.0 kg/ 1000 kg/m3 = 0.0030 m3 = 3.0 dm3 = 3.0 L

concentartion in ppm = 3.6 mg/3.0 L = 1.2 ppm

Answer: 1.2 ppm
