HCl is strong acid (electrolyte), so dissociation process is
HCl → H+ + Cl-
That’s why the pH value for strong acids we can calculate, using formulae:
pH = - lg [H+], where [H+] is molar concentration of hydrogen ions.
Thus, pH value equals:
pH = - lg 0.043 = 1.37
