In order to obtain 10 mM solution of NaOH from a stock of NaOH that is 1 mM we must increase the concentration of NaOH in the solution.

This can be done through adding some more solid NaOH to the 1 mM solution.

Alternatively it is also possible to heat and evaporate water from 1 mM solution.
