Social policy (humanitarian) is understood as "action aimed at promoting social well-being". The merit of this understanding of social policy is that it aims to
improve human welfare and to meet human needs for education, health, housing and
social security through shaping the distribution of and access to goods and
resources in that society. Social policy is an integral part of the overall state strategy relating to the social sphere: purposeful activities to develop and implement solutions that are directly related to human, his/her status in society, social security; taking into account the characteristics of different groups in the country social policy is aimed at accumulating, focusing and reflecting the situation in the country and in society. The demerit is the fact that for effective performance of state regulatory functions such powerful leverage, as the law of the country, the national budget, the system of taxes and duties are used. These instruments of the social policy are sometimes too high for the population and their well-being suffers.
