A president is not qualified to directly change the law by his own. The legislative laws organs are in charge of this duty. In different states, they are named differently (i.e. the senate and the house of representatives in the US; European Council and European Commission in the EU; and national legislative organs).
However, a president holds a right to provide suggestions regarding adjusting the law which is furtherly regarded by the legislative organs. In addition, a president has a power of veto to prevent some legislative acts to gain jurisdictional power. Though, a president's qualifications are differently defined in diverse national laws.
