Non-formal institutions refer to institutions that occur outside the formal school system. These institutions include; Community education, adult education, lifelong education, and second-chance education. The assertion that non-formal institutions have no significant role to play in the system theory is merely empty rhetoric. This is because non-formal institutions play a major role in the processing stages of system theory and we can see this role when we know that systems theory is made on top of stages that define a purpose and structure that exists logically or is shaped by human beings. 

This drive and construction are strongly contributed by the social guidelines and notions present in the persons that form a communal. These social guidelines and communal notions are the shapers of non-formal institutions. Thus, we can see that the greatest contribution of non-formal institutions in systems theory is that it is the non-formal institutions that form the limiting foundations of a system in a community. 

Non-formal institutions seem to play an important role because they closely work better to meet the individual needs of students. As the non-formal institution is focused on the student, it helplessly presents flexible features as regards the initially established and adopted procedures, objectives, and contents. It is, therefore, quicker to react in face of the changes that may affect the needs of students and of the community.

Non-formal education can be preparatory, supplementary, or an excellent alternative where necessary to formal schooling for all children. Non-formal institutions also strengthen demotion and stigmatization, so if possible it should not be offered as the only educational option for children with disabilities. Inclusion in a regular school should be prioritized as every child's right. Therefore, it is incorrect to state that non-formal institutions have no role to play in the processing stage of system theory.
