The assertion that non-formal institutions have no role to play at the processing stage of the systems theory is an empty rhetoric. This is true considering systems theory identifies processes by analyzing interconnections and interdependence among systems and accounts for the nature of open systems which interact with their environments. Considering every system is influenced by its environment, non-formal institutions also have a role to play in the processing stage of a systems theory because they are also engaged to systems to form a complex whole.
