Policy implementation can be described as the activities that involve the translation of goals alongside objectives of a policy into predetermined actions. Political sciences consider policy implementation as a broader systematic study that is seen as a crucial tool among the political entities and government sectors.

The government through its arms that executive, legislature, and judiciary forms the primary players in the implementation of a policy by ensuring that the execution of the plan is definite and following the laws of the land. The government also supervises the whole process of policy implementation. Non-governmental organizations do not directly influence the policy-making process but they have other roles accorded to them by the primary policy that is the government to assist in initiating the implementation process either by supplementing knowledge, funds, or any administrative support. Civil societies consist of individuals with common beliefs and influence the policy implementation process by advocating for their interests and demands through various strategies. Community is also a role player in the policy implementation framework for there is the final recipient of the effect of the policy.
