The voluntary or unrestricted authority that influences the South African Bureaucracy's decision-making powers is not compatible with conventional democracy. Bureaucracy has the likelihood of non-accountability, lack of transparency and unresponsiveness to the plights and right of the minority group. On the other hand, the bureaucratic representation of special groups of communities or minorities is also a threat to democracy. There could be tendencies of over representation of particular groups, races, or ethnicities against the interest of the whole nation
