Why Paypal does not offer its services to Pakistan?

It has very strict policies against Money laundering. Pay pal don't operate in the countries where banking policies do not restrain money laundering, and unfortunately banking system of doesn't restrain Money laundering, that's why PayPal doesn't operate In Pakistan.
