1) Containment is the foreign policy of the cold war by the US and its allies to caution the spread of communism after WWII came to an end.
2)Ngo Dinh Diem took control of the South Vietnam as the president in 1955 and the United States were inclined to him, I think mainly because he was anti-communist. Though the US wanted to contain the spread of communism, there were actors sympathetic to the North and never liked the Diem government since he was corrupt autocratic ruler.
