Approved on May 20, 1862, the Homestead Act spearheaded the western region's settlement by granting fully-grown heads of families 160 acres of plotted public land for a least filing fee and five years of ongoing habitation on that land. However, the act precisely barred two professions: domestic servants and agricultural workers, predominately Mexican, Asian, and African American. As low-income employees, they also had the least prospect to save for their superannuation. They could not pass the property on to their descendants.
