William Penn was persecuted in England because of his Quaker faith and came to America in 1682 and and founded Pennsylvania which could provide people with a place for religious freedom. Penn obtained the colony from King Charles II as a form of payment for a debt which was owed to his father who had died. Penn maintained democratic principles which were crucial pillars of constitutional development in the United States.
