Roosevelt promised recovery from the Great Depression through passage of banking reform laws, emergency relief, work relief, and agricultural programs. He was criticized by mostly women and the underdeveloped for his economic policies, especially the shift in tone from individualism to collectivism with the dramatic expansion of the welfare state and regulation of the economy.
