On January 8, 1918, President Woodrow Wilson called for a “general association of nations…formed on the basis of covenants designed to create mutual guarantees of the political independence and territorial integrity of States, large and small equally” as part of his Fourteen Points plan. Wilson's idea of an association led to the formation of the League of Nations two years later, although the United States never joined it.
