why does 'uneven development' exist? is it possible( if so, under what circumstances) that all nations could be more or less equally developed?

So-called 'uneven development' exists for several serious reasons:

• different geographical location, which implies different amount of resources, climate, natural hazards
• cultural heritage
• unwise government

In my opinion, it is impossible for all countries to be more or less equally developed.
