The tone, on the other hand, is provocative and sardonic, not innocent. Even if she is questioning about it, she understands exactly why her oppressor is depressed. She’s ridiculing the poem's subject by emphasizing how sad her confident stroll must be for him. His persecution has no effect on her at all. She is ecstatic to be the "sassy" lady she is and will proudly strut in front of him.

The poem's title, “Still I Rise,” suggests that the poem's speaker is rising up despite or in response to challenging circumstances. ... The speaker of the poem is Black, which we learn in these two lines in the last stanza: Bringing the gifts that my ancestors gave, I am the dream and the hope of the slave, and more so the words still rise have been repeated numerous time in the poem to depict the emphasis on the subject matter which is the tittle.
