The results show that ICTs Combination has great effectiveness for both teachers and all the students. Verdicts indicate that teacher's well-equipped development with ICTs devices and fluency is one of the main determinants in the victory of technology-based teaching. The internal constancy indices, alpha coefficients are enough for all the four scales and the intact scale. The Pearson relationship coefficients between the scales and the whole scale are at significant level communications via e-mails, and locating resources, create online groups and, participate in online collaborative activities, and apply technology-enhanced/web-based lessons in the classroom. Overall, the fundamental issues and problems found to be valuable in using ICTs means by teachers were: lack of accessibility, network connection, limited technical support, lack of effective education and teacher’s competency.
