Personal trouble refer to a problem affecting individual that the affected individual, as well as other members of society, typically blame on the individual's own personal and moral failings while Public issue refer to any issue that is of mutual concern to an organization and one or more of its stakeholders. Most public issues develop due to a performance-expectations gap, which is inconsistency between what stakeholders expect and what an organization's daily performance is in the workplace.

Struggling to pay school fees may be regarded as parents irresponsible behavior such not able to work hard, poor planning, poor management of finances while again it can be regarded as public issue where members of the society blame their political leaders for not paying for schools from the government or making the education completely free. It may be regarded as poor performance to political class and the government.
