Electrochemical gradient

It is formed of a chemical gradient and an electrical gradient. I understand the chemical gradient part, it is the difference in solute concentration across a membrane. When there are unequal concentrations of an ion across a permeable membrane, the ion will move across the membrane from the area of higher concentration to the area of lower concentration through simple diffusion.
But I don't get the electrical gradient part. I have been reading Wikipedia and I was wondering about a sentence mentioned there- If there is an unequal distribution of charges across the membrane, then the difference in electric potential generates a force that drives ion diffusion until the charges are balanced on both sides of the membrane.
Could you please explain either the sentence or the concept as a whole. For your kind information, I'm a zoology minor.

An unequal distribution of charges across the membrane creates the electric potential difference. The electric potential difference creates the electric force acting on the charged particles. The charged particles will move in the way that until the some time the charges are balanced on both sides of the membrane. Therefore, now electric potential difference is zero and the charges are not moving.

I am writing down what I have understood please say if its correct. When there is a potential difference as across a biomembrane, where one side is +55V and the oder side is -55V, cations flow from the positive end to the negative end untill the potentials at both end is 0.

If you don't mind could you please explain it mathematically ? I couldn't understand 'the potential difference generating a force' part. I think I can understand the mathematics.
