Yes, it’s possible for man to conduct high-frequency current without getting electric shock. Currents of high frequency don’t penetrate the material deep, they can only flow on the surface. And if the current like this runs through you, you can hardly feel it.
And secondly, it’s not the voltage that the men are sensitive to. It’s a current (amperes). The currents in human body are about 10^(-6) A. And men are very sensitive to higher currents, so they can really harm you.
