Why is it hard to build infrastructure in communities designed around resource extraction

Because such communities can be treated as temporary places for workers. As the resource extraction ends, the population, as a rule, rapidly decreases and the infrastructure gets decayed. Therefore, building infrastructure in such areas is not profitable in the long-term perspective.
