Parents produce the following gametes:

Parent 1: C, c

Parent 2: c, c

The offspring genotypes are:

50% Cc, 50% cc.

If the blue allele was dominant, all the offspring would be blue. However, since the ratio of genotypes is the same as the ratio of phenotypes, the allele C is dominant and the allele c is recessive.
