Solution:

The number of T is equal to the number of A, the number of G is equal to the number of C.

If the question is about single stranded DNA it`s impossible to consider the number of other nucleotides. But if the question is about double stranded DNA, the answer would be:

(100% - 2*40%)/2 = 10%

The percent of thymine in double stranded DNA is 10%.
